I was disappointed that Governor Nixon has decided to withhold the $1 million for the Pike-Lincoln Vocational Tech School that was included in the General Assembly’s override of HB 19. When I contacted the Governor’s office regarding this withholding, he issued the following reasons.
Nixon’s budget director, Linda Luebbering, said the governor temporarily restricted that vocational school expenditure in order to determine whether there is enough money in the particular fund to pay it, and whether the fund can legally be used for the building.  I will continue to monitor and stress the importance of those funds being released for the school.
One of the most controversial bills voted on in the Veto Session was HB 436, (the gun bill) which would establish the Second Amendment Preservation Act.  I joined with 108 other representatives to override the Governor’s veto.  However, in the Senate, the bill failed by two votes to get the 2/3 majority needed and the veto was sustained.
SB 9, (the Ag bill), modifies provisions relating to agriculture.  As most of you know, I am the ranking Democratic member of the House Ag-Policy Committee and also serve on the Ag-Business Committee, which makes me the only state representative to serve on both agriculture committees.  With my extensive agriculture background, I supported the position of the Cattlemen’s Association and most other agriculture groups.  SB 9 will put a 1% cap on foreign ownership of farm land in Missouri and it will make cattle rustling a more serious felony crime.
