Mother Nature forces changes to S.R.D. plans

The controversial decision made by the Elsberry Special Road District to spend the bulk of this year’s funds on Hatfield Road and Old Hwy. 79 has met with a roadblock courtesy of recent flooding in the area.
At their monthly meeting on July 14, Elsberry Special Road District Commissioners Larry Wheeler, Jackie Briscoe and Joel Conderman discussed the possibility that work on those two roads would not be possible this summer due to the rising water that Elsberry has experienced during the last few weeks.
“As everyone is aware we’ve got a water issue on Old Hwy. 79,” said Wheeler.
Wheeler asked Elsberry Special Road District Supervisor Brendan O’Brien how much of the road he thought was either under the water or had been damaged by rising water that has since gone down.
O’Brien said he wasn’t exactly sure but he thought approximately ½ of a mile would be a good guideline to use.
The original start date for the work scheduled on Hatfield Road and Old Hwy. 79 was July 17 and O’Brien said the initial plan called for the project to be completed in approximately two days.
With water still remaining on Old Hwy. 79, however, O’Brien and Wheeler both agreed that crews would not be able to get in and work on those sections of the road that had been targeted for repair.
